Douglas County Commissioners set ballot title for voter-initiated measure

One question about the future structure of the Douglas County Board of County Commissioners has been finalized for the Nov. 3 ballot, while consideration of a related question will continue at 8:30 a.m. Monday, Aug. 31, at another Special Business Meeting. 

During a Special Business Meeting on Friday, Aug. 28, the Board voted unanimously to adopt a resolution setting the title for a voter-initiated measure asking voters whether to add two Commissioners to the Board and offering two options for how Commissioners are elected – either three by district and two at-large or all five by district.

The Board decided to continue item 2b on the agenda, a referred measure giving voters a third option to elect the five-member Board entirely at-large, if the expansion is approved, until a Special Business Meeting on Monday, Aug. 31 at 8:30 a.m. 

Friday’s decision allows time for challenges to the voter-initiated ballot title while staying on track to meet the Sept. 4 deadline for submitting ballot content. 

These actions follow two public meetings earlier in the week. At a Business Meeting on Tuesday, Aug. 25, the Board adopted a resolution outlining procedures for voter-initiated ballot measures. The resolution establishes how Douglas County will set ballot titles, address challenges and implement measures approved by voters. 

During a Work Session on Thursday, Aug. 27, the Board made three motions related to the measure, directing staff to research and present financial information as well as draft and edit ballot language.
